Apply scoping tools

The scoping of any adaptation plan is where some of the most important decisions take place and yet often little focus is put on this allowing differing assumptions about how adaptation interventions will affect the system of interest to go unchallenged. Restating the focus clearly and ensuring that new people coming into the process at this point are aware of the reasons for the decisions already made is likely to greatly enhance the relevance and quality of the resulting work. The adaptation options may have already been decided but there is still likely to be differences of opinion about how they might be implemented. By engaging all those likely to influence the work, help implement it or benefit from it and using tools to understand their perspectives it becomes possible to get a clearer picture of possible synergies and where conflicts may arise and how they might be minimised.
